Chief Human Capital Officer

Position Overview Harkcon is seeking a Chief Human Capital Officer (CHCO) to build and lead the human capital strategy of a growing government contracting firm. This role is both strategic and hands-on — responsible for aligning workforce strategy to contract growth, supporting business development, ensuring regulatory compliance, and building scalable HR systems across a distributed workforce. You will serve as a key advisor to the CEO and leadership team, helping shape the organization as we grow and compete in a dynamic GovCon environment. Key Responsibilities • Lead and execute human capital strategy aligned with company growth and contract pipeline • Partner with Business Development and Capture teams on staffing, proposals, and workforce planning • Build scalable HR infrastructure, policies, and systems to support a distributed workforce • Ensure compliance with federal labor laws and GovCon regulations (FAR, SCA, OFCCP, etc.) • Develop recruiting, retention, and compensation strategies aligned to contract requirements • Support organizational scaling, transitions, and workforce changes tied to contract wins and losses Qualifications Required: • 10+ years of progressive HR leadership experience • 5+ years in federal government contracting • Strong knowledge of federal labor compliance (SCA, OFCCP, EEO, etc.) • Experience supporting proposals and contract-driven workforce planning • Experience in small to mid-sized GovCon environments • SHRM-SCP, SPHR, or equivalent certification Preferred: • Bachelor’s degree in HR, Business, or related field • Experience supporting cleared workforce populations Harkcon is an equal opportunity employer and does not discriminate based on race, color, religion, sex, sexual orientation, gender identity, national origin, veteran status, or disability.
