Title: Program Manager - M&A
Location: Remote with occasional visits to San Diego CA 92123 for meetings
Duration: 6 months contract to a possible hire (depending on the workload, budget & performance)
Work Hours: 8 hours/day, 5 days/week (8-5)
Overview
PMP certification preferred, not required. Experience with mergers and acquisitions is required. If based outside of California, onsite travel will be required for meetings.
What You Will Do
The Program Manager will lead strategic programs encompassing multiple projects across multiple teams, directing efforts to optimize value, manage resources, procurement, scheduling, and technical infrastructure. The role includes coordinating with project managers, supply chain, IS leadership, and vendors to align standards, design implementation methodologies, and educate teams on effective deployments. Collaboration with the Director to negotiate priorities and refine program objectives at the executive level is essential. The Program Manager will establish standards, drive synergy across teams, report program performance, spearhead continuous improvement, and serve as a first escalation point for project managers. Detailed dashboards will be produced to track milestones, status, performance indicators, and adherence to standards.
Required Qualifications
• Master’s Degree in Computer Science, Business Administration, Health Care Administration, or related field; or Bachelor’s Degree in the same areas with 2 years of relevant experience may substitute for a Master’s.
• 8+ years experience with health care information systems, including leadership responsibilities in project management, systems analysis, and/or programming.
• 2 years recent experience in a health care system.
• PMI Project Management Professional (PMP) certificate – required.
Preferred Qualifications
• Lean Six Sigma and DFSS Certification – preferred.
• PMI Program Management Professional (PgMP) – preferred.
Essential Functions
Leadership
• Direct strategic programs and their component projects.
• Guide project leaders on performance and business operations.
• Serve on steering councils to align tactical plans with overall strategy.
• Partner with the Director and division leadership to develop best‑practice standards.
• Mentor, coach, and provide recommendations to project leaders.
• Promote effective communication across teams and the portfolio.
• Coordinate annual training reviews and provide or facilitate training when needed.
• Contribute to performance evaluations of program and project team members.
• Develop formal program plans covering technologies, budgets, value propositions, resources, and timelines.
• Align strategic and tactical IS plans with facility and enterprise plans to avoid schedule collisions and optimize resources.
Problem Analysis and Resolution
• Perform thorough problem analysis and resolution within the accepted framework.
• Conduct project health checks and evaluate risks.
• Maintain up‑to‑date tracking dashboards.
• Identify improvement opportunities and propose solutions.
• Produce clear, concise analysis and present findings at all management levels.
• Contribute to PMO measurement processes and lead improvement efforts.
Program Management
• Ensure successful delivery of the program’s objectives by directing project managers.
• Provide accurate program progress reporting.
• Deliver executive‑level updates both verbally and in writing.
• Apply Project and Program Management techniques consistently.
• Lead development of program goals and help design value propositions.
• Direct implementation of an overall Program Management Plan.
• Facilitate integration of component project teams to meet objectives.
• Manage stakeholder interactions, including senior executives.

• For infrastructure programs: advanced knowledge of design/construction, engineering, cost estimating, and OSHPD requirements.
• For application programs: knowledge of business process documentation, redesign, software development lifecycles, and systems integration.
• Advanced IS principles and ability to evaluate solutions against functional requirements.
• Skill in contract development to meet business needs within budget and time.
• Demonstrated success using process improvement methodologies (e.g., Six Sigma).
