Status: Exempt Position Summary: Oversees and coordinates the agency’s Performance and Quality Improvement process by collecting, analyzing, and reporting data to identify strengths and opportunities for improvement in service delivery and departmental performance.  Working Conditions: Works in a typical office setting. Uses office equipment including computers. May be required to sit for extended periods of time. Periodic travel to various agency locations will be scheduled as needed. Travel costs are either reimbursed or an agency vehicle is utilized. Essential Job Functions: - Develop, implement and maintain the agency Performance and Quality Improvement (PQI) process. - Develop an agency wide PQI plan that defines the agency’s overall philosophy related to quality improvement, establishes the structure of the PQI teams, and lays out the process for key components of the PQI process including conducting and processing case record, onsite, incident, and external reviews, reporting on service delivery and outcome measures, and administering satisfaction surveys.  - Devise effective ways to “tell the story”, that the data is revealing, in a way that inspires and equips team members to improve services to children and families.  - At least annually, conduct a review of the PQI process, and update the PQI plan and agency outcome measures. - Oversee the quarterly PQI process, ensuring that all PQI teams are scheduled to meet, that an Org Impact member is assigned to attend each meeting, and that all data needed by the team (including case record and onsite reviews, incident reports, external reviews, outcome measures, and satisfaction surveys) are available for their review. - Oversee the process of reporting on service delivery and outcome measures for the agency’s Annual Report and for the quarterly Board reports, as well as for reports for grants and other funding sources. - Support the process of maintaining COA accreditation, including becoming familiar enough with standards to be able to ensure that updates of policies are consistent with COA standards. - Supervise Organizational Impact staff assigned to Performance and Quality Improvement Activities, including the Quality Control Specialist and the Performance and Quality Improvement Specialist. Requirements Education and Experience: A bachelor’s degree is required and a master’s or higher degree preferred. Three to five years of experience in a foster care, child, or family services agency is required. A background that includes experience with quality improvement and data analytics is strongly preferred.   Knowledge and skills needed:  1. Comprehensive knowledge of program operations and the conditions required for effective performance. 2. Strong ability to analyze and interpret data to assess program or departmental progress toward goals and objectives 3. Skill in developing clear, compelling visual representations of performance data. 4. Proficiency in foundational statistics, probability, and algebra to evaluate trends and prepare reports.  5. Ability to lead teams in achieving time-sensitive goals while fostering a collaborative and supportive PQI culture.  Other Requirements: Must hold a valid driver’s license, have and maintain a risk-free driving record. Must be willing to undergo initial and periodic child abuse/neglect, criminal history, sexual offender, and childcare/elder care disqualification list screenings. As requested, must submit fingerprints for review by the state of your employment and Federal Bureau of Investigation (FBI). Must undergo a pre-employment drug screen and a pre-employment physical with the results showing no evidence of communicable disease.
