We are seeking a strategic Project Manager with deep DoD program governance and software lifecycle experience to support critical enterprise performance management initiatives within the defense community. RESPONSIBILITIES • Program & Project Management • Manage multiple concurrent IT and software development projects. • Develop and maintain core project documentation including: • Project Management Plans (PMP) • Work Breakdown Structures (WBS) • Risk Management Plans • Integrated Master Schedules • Meeting agendas and minutes • Support Business Capability Acquisition Cycle (BCAC), Software Acquisition Pathway, and ACAT programs as applicable. • Apply DoDD 5000.01, DoDI 5000.02, and related DoD 5000/8000 series guidance. • Provide governance support including briefing preparation, milestone documentation, and executive-level reporting. • Oversee project triple constraints (scope, schedule, cost) while managing risk and quality. • Support Agile delivery including: • Sprint planning • Backlog prioritization • Daily stand-ups • Retrospectives • User story refinement • Strategic & Executive Support • Translate stakeholder needs into structured requirements. • Conduct complex evaluations of project procedures and recommend improvements. • Provide analysis, studies, reports, and strategic recommendations to senior leadership. • Support ServiceNow implementation and integration efforts. • Reporting & Compliance • Prepare Monthly Progress and Status Reports. • Contribute to Weekly Status Reports and task tracking. • Ensure deliverables meet quality standards and contractual requirements. • Maintain compliance with security and information assurance policies. REQUIREMENTS • Bachelor's degree in Program/Project Management, Business Management, or related discipline (Degree substitution allowable per PWS requirements) • Active PMP certification (or 10 years demonstrated PM experience without PMP) • Minimum 5 years demonstrated program/project management experience (10 years without bachelor's degree) • Minimum 5 years DoD experience • Minimum 5 years DoD software development project/program management experience • Minimum 5 years experience developing formal PM documentation • Minimum 5 years experience utilizing Agile frameworks • 1-2 years experience with ServiceNow • Active DoD SECRET clearance • U.S. Citizenship required CORE COMPETENCIES • Multi-project management • Executive communication • Governance facilitation • Risk management • Agile and hybrid project delivery • Stakeholder coordination • Strategic thinking • Knowledge of DoD acquisition lifecycle
